Modoc County Can't Pay July Payroll, State Balks at Loan
What libertarian solutions should Modoc's voters demand to put their county government on reliable financial footing? Tiny Modoc County, with less than 10,000 residents in less than 5,000 households and less than one-third private property ownership, could barely meet its July payroll. The state's Pooled Money Investment Board balked at a request for a $12.5 million loan, citing legal complications.
